I don't remember seeing any hatebase toward Byakuya, because he's actually cool and has good moments, as well as being completely competent and powerful in battle. Zanpakuto bases come in all forms and shapes. Unohana has a nodachi, and Kyoraku has a wakizashi and tachi, for example.
There's no way to tell that sword is a fully formed Zanpakuto, and since it's already established that the Zanpakuto is one with the Shinigami, that sword must have become Suzumushi after Tousen started using it.
