For the REAL thousands of years old Shinigami, that isn't the case at all. Yamamoto, Ichibei, Unohana and other living legends didn't get any boosts when Ichigo appeared. They had countless battles and full blown wars in the past.
The new captains though, how many battles did they fight? How many of their wars were against shit-tier Hollows or barely superhuman Quincy? None of them had time or opponents to train to their fullest. I'm sure they would have gotten boost after boost if wars had happened in the past, but they just so happened to start happening when Ichigo arrived (thanks Aizen)

This really only applies to Rukia; characters like Renji and Hisagi had been working on attaining Bankai for decades, and plenty of other Lieutenants like Rangiku tried to attain Bankai and hadn't yet succeeded by the end of the manga.
