I doubt Lelouch would've been so heartless at that point, especially considering over the past few days it shows he still has a major soft spot for Euphemia. The scene works as a catalyst to make Lelouch really go off the deep end, but the actual plotting in it is so contrived it's incredible.

It makes Lelouch more tragic and is the one of the key points of Zero Requiem. It's in character for him to do that, even if it comes off as forced. Regardless it solidifies Suzaku and Lelouch as opposing forces that cannot reconcile.
