Yes, its an alternate story that isn't related directly to F/Z and F/SN. That being said, watching other Fate/ works would help you pick out the small references and general terminology, but you won't miss enough to make the experience considerably worse or anything

Rulers don't have to be super strong, there are weak ones and strong ones much like any other class. They are chosen to supervise the Grail War because they have an impartial personality and don't have a wish for the grail themselves. They are given CS to order Servants around if they try to fuck shit up.
It was something left out in the anime. The only surviving magus that Darnic sent back as a message in the first episode activated a reserve system, initiating the Great Holy Grail War.

Jeanne is pretty fucking insane. There's not really anyone that could clear cut "win" against her in a 1 on 1 because she can at minimum make it a draw, no matter who you are.
Ruler's aren't strong in pure power, its more that they can command any servant in the war to do what they want. Ruler must be an impartial class who has no stakes in the war, because of their ability. Although Rulers can be strong in battle, Jeanne isn't a slouch in a fight at least, she's not weak. But she's also not a servant who shoots out nukes willy nilly.
Strongest servants in the war are Karna, Achilles, Vlad, and Siegfried.
Rulers also have to be saints, or something equivalent to a saint. In other words they can only be incredibly good natured and good people who can rule upon a contest fairly.

Mordred instantly took this as a complete rejection, based on the fact that she was the son of Morgan. In reality Arthur as a king was always playing the part of a cold inhuman robot, so she simply stated her words as a matter of fact in a cold unfeeling way.
Mordred realized if father could never love her, then she would get father to hate her. She wanted father to look at her somehow, it no longer mattered how, but that bastard would acknowledge her. The rest needs not be said, Mordred started the rebellion and made it to the end of the battle where only her and Arthur were left. Mordred expected that Arthur would finally look at her with hatred, brimming with anger, but instead Arthur merely looked at her with the same cold rejecting eyes as before, eyes that would never acknowledge this person as anything more than a knight. Not loving them as a child, not hating them as a rebel, not feeling anything for them. Mordred dies in despair realizing the king is inhuman and she would never be acknowledged.

Semiramis' is great in Apocrypha because Amakusa went out of his way to summon her and get things ready for her use literally decades before the Romanian Grail War happens. She would be a below-average servant in a normal Grail War due to the impossibility of getting the Hanging Gardens made + the Hanging Gardens potentially getting you massive penalties from the overseer for being too conspicuous.
Avicebron is absolutely better than Shakespeare. His strongest golems are capable of killing or incapacitating Servants, and his Noble Phantasm is nearly unstoppable if he's able to complete it before it is detected. Furthermore, unlike the Hanging Gardens, it doesn't require unobtanium materials that need to be shipped from one specific location in the Middle East.
Fran is way, WAY better than Spartacus. She is not a strong Servant, but she also does not have the horrible disadvantages of a normal Berserker. She is extremely prana-efficient and you are actually able to communicate with her due to her Mad Enhancement being of low rank. By comparison, Spartacus is completely uncontrollable even with Command Spells, is highly likely to kill you if he perceives you as an "oppressor," and his Noble Phantasm is, simultaneously, difficult to use under normal circumstances and too dangerous to use in extreme circumstances. He is not an asset at all but rather a massive liability.
Surprisingly for all the ridiculous deviations of legend in Nasuverse (that have gotten worse and worse over time) this part actually plays it pretty straight. Maybe because it dates back to the very beginning of the entire series when it hadn't all exploded and gotten quite so crazy yet, but still that all fit pretty well and didn't even feel particularly hammy. I mean, it's a fucking actual legend, of course a certain amount of ham is involved, but nasu didn't add in any extra rainbow sparkle lightning meteor tsunamis to this one.

Nah, this backstory is only a few years old. A bunch of guys make different servants in TM; you have ones taken seriously, ones taken humorously, you have a bunch of different takes put into it.
If you want servants that are like this then there are plenty of them, but they're rarely the ones that become popular. St.George is played entirely straight, but there's nothing much to say about him. Arash, Benkei, Leondias, there's nothing much to say about these guys. Most of the Knights of Round are played to legend. A lot of servant stories are normal, but its always going to be the outlandish strange ones that get talked about here that you hear about, so you filter a lot of them into being just that.
Fate fans want to talk about the strange ones especially to get a reaction out of normalfags that know nothing.
