I haven't been part of this discussion but I think people tend to be bad at explaining why people like Oda's art.

When people talk about good art they're usually talking about technical quality. For example, take a page of OPM with some highly complex gadget. The technical quality of the art is extremely high.

One Piece has never really been good at that, and so some people say it has bad art. I don't think Oda ever wanted to be good at that. I think he sees himself more as an "artist" than a "picture drawer" for lack of a better word.

It's at its best when it lets go and experiments a bit, like in the cover pages or in specific scenes like this chapter. He almost switches to a sketch style to convey the size and weight of what's happening.

On the other hand, it's weaker when he's trying to fit a formula, which leads to sameface with some characters even though he's shown more than enough ability to vary his character designs if he wants to.

I think HxH's art tends to be oddly random in a similar way to the story. All of HxH really gives off the feeling that he's just playing around and making up arcs as he goes along, which is what some people like or don't like about it.

As far as major characters, he probably does have a plan for them, but it's always felt to me like most characters/plot elements pop into existence only when needed. Varying tone between arcs does sound like something he would do, but I'm not sure if that's so much "planning ahead of time" as "wanting to do something different." It is admittedly hard to tell the difference between actual foreshadowing, and retroactive foreshadowing where you make a reference back to something that happened in the past.

Maybe it's perspective, but I assume I'm not the only one who gets that feeling from HxH. I don't have the source but I almost feel like he said so himself - like, that he made HxH's setting the way it was so that he could tell whatever story he felt like telling at the time.

It's not even a bad thing if that's the case, really. Some people like episodic stories. It makes it feel more "realistic" or "grounded." And it makes the story feel different from some others.

They throw powerlevels out the window and decrease strategic depth to the whole survival battle since it doesn't matter what normal hunters/guards do as long as these snowflake beasts grant whatever overpowered shit to their princes that flip the tables around.
This completely removes any tension associated with standard Nen fights and substitutes it with fear that older princes master their Nen in a day to combine with their stupid beasts and reach King-like powerlevels immediately.

Alluka was foreshadowed from the very beginning and we saw a picture of her like 100 chapters before she appeared or something. Hunters have to train others to get promoted, not to mention learning nen is literally part of the exam so hunters are specifically dispatched to teach new recruits. Of course he introduces new characters every arc, that in no way indicates that he doesn't have a long-term plan. And yes, he clearly had a specific arc for all the major characters (Gon, Killua, Illumi, Hisoka, Kurapika, Chrollo, Netero) that were introduced in the very beginning, Gon's is already finished. Togashi is actually an incredibly utilitarian author, he hasn't introduced any characters that served no purpose to the story whatsoever except for a handful in the CA arc.

If you're a truly good person you should believe very strongly in all of those things anyway to the point where you would weigh your life on it. Obviously it wouldn't get as much of a powerup as chain jail did because the pool isn't as restricted, but you should get a substantial powerup if you set a gazillion restrictions just on stuff you strongly believe and weigh your life on it

it's not about restrictions, it's about convition and determination. PLacing restrictions on your hatsu is just the easiest way to do it.
Autistically dedicating yourself to something for years will give you a powerful hatsu that doesn't need restrictions, but not many can pull it off, especially not a battle hatsu.

Maybe the best way to put it it is: characters don't generally show up on-panel until it's time for them to do something in the plot. If they showed up before that point more often, it might make the story feel a bit more interconnected. Like, if there were more "buildup" scenes where we met some election arc people before the arc actually happened. I don't think that's Togashi's style, though, and I'm not sure some people would like it if the story hopped around like that.

So, it's not so much about introducing characters to solve problems. The ones that stick out in my head the most are from recent arcs, which had a lot of characters who weren't super-important, but had only just then become relevant, so it was their turn to appear. It might also be that the hiatuses make things feel more jarring overall.
