Well, it's not obvious. The gyaru look is obviously quite attractive to young japanese males which is why one of the appeals of this manga is having a pure-hearted gyaru (where the opposite is usually the case in other mangas). It defies expectations which is why this manga is popular

With the growing popularity of Gyarus in manga as more then stupid bitch antagonists its only natural that the archetype has to come into its own.
There are some archetypes that fit the Gyaru better then other, for example the 'proper lady' would be an especially unsuited one.
But of course there are some that fit it better, and the tomboy is just on the better side, which makes it a whole lot more interesting.

There are some roles that would fit better, but those would come with their own problems, especially making them relatable and interesting. A Tsundere-Gyaru would seem like just be a bitch, a Onee-san Gyaru just like a slut.

My best guess is that the gyaru style became more ubiquitous, so there are non-'mean girls' Gyarus now, which reflects in more recent works.

Plus, with how overdone basically every cliche is manga, there simply had to come something new. And Gyarus are a good fill for that void: A distinctive style and allready somewhat established, but with enough untapped potential to play around with it.

Mangaka probably saw how many gyarus were seen as antagonists or were gyaru/ganguro but over the course of the series became more normal. H-artists were also incorporating them more in stories. All of this were happening around 06-10 (Persona 3, Nyan Koi, Danganronpa, etc.) Of course earlier stuff like Super Gals, Sgt. Frog, etc. were always positive with gyaru girls too.

So with all that in mind, plus artists probably getting tired of old archetypes but still wanna do gap moe, gyarus started being more popular since Gyaruko became big. This is my guess, but for all we know author of Gyaruko saw that all the delinquent bitchy 3DPD girls stopped being gyaru in real life and now wanted to take advantage of it's dying fad.

I don't care much for Gyarus, but the tomboys are great.
They are friendly, cheery, honest and often kinda cute.
Plus, in a romantic context they can have a wider range of characterization then many other stereotypes: they could either be shy and reserved or aggressive and forward, as well as anything in between.
