These are the settings I used for the second movie encode in HandBrake. I'll get this BD as well and put the raws up if nobody else does until then, but since I need them shipped, not expecting them until 2-4 weeks after the airing.

Use the HEVC (H.265) codec, as the filesize of a HEVC encoded video is almost half the size of a H.264 file while still keeping the same bitrate.
Since the filesize is lower you can then also increase the quality so the video comes out better but at the same filesize as the lower quality video would have been on H.264

This might be the cause then as it's latest release was back in 2015, it's rather outdated by now.
I don't know too much about what the good codec packs are nowadays as I use MPV myself which doesn't need them but I believe the K-Lite Codec pack should be a good one that is still being updated frequently.

for windows the standard is MPC-HC with LAV filters, basically what CCCP uses. you don't need to add in anything unless you want to go full autism and use GPU decoders like madVR

for linux the best is mpv. it works on macs too. pretty useful as you generally don't need to touch anything. configuration is harder since you need to touch ini files

K-Lite is bloated in my opinion.

It was amazing.

I said last time I would cry when we see Tetsuo at Gin's funeral and I was right, that was really painful. We saw all of the parents, Sumi's parents were cool but fuck Gin and Sonoko's parents what pieces of shit I hope they live with the guilt and pain of what they did for the rest of their life. Also I think that's the first time actually hearing one of those masked members of the Taisha speak?

There was a lot less fun SoL than in the previous movies, as you'd expect. Mostly Sonoko being cute. Also the other classmates actually do something for once, I don't particularly like them although I guess it's not their fault, they did the best they could.

I know some people will be disappointed by this, but we don't get to see the rest of Sonoko's awesome fight, it cuts off when Sumi loses consciousness. But what we did see was glorious.

It was pretty well adapted from the novels but you know how much stuff you can cram in a two episode length.

You got the whole mourning scene. Fuck, that scene with Gin's brother just crying about how shinju can't do jack shit really hit me and how the Vertex attacked during the mourning. Then after that, the festival and the introduction of the fairies, and then the suffering that comes after it which is seeing outside the barrier and using the mankai and you know how it goes down from there. It's kind of a shame they din't animate Sonoko's fight during that scene. Would've been awesome.

And the goods were all sold out except for the pamphlet and the BD which they only sell at the counter.

Really looking forward to the next season now.

Yeah the choice to end the 2nd movie with Gin's awesome fight did have an interesting affect on pacing. They had to put a whole bunch of extra content into the 2nd movie to fill up time, and then they had to move things along quickly and cut some stuff to fit everything in the 3rd movie. I think they probably made the right decision though, it definitely wouldn't've worked having Gin's awesome fight anywhere else.

I'm reading the interview with Takahiro in the pamphlet and he says that while there were no Vertex attacks in the 300 years between NoWaYu and WaSuYu, there were some major incidents. For instance, there were groups of people who were attracted to the strength and might of the Vertex, and so there were battles with these organisations. There may come a time we get to see this story.

He also mentions the Akamine House, and says their background setting is written out and developed, although currently unrevealed.
