The theory I have is that the hero app can work on any device but can only be downloaded by hero (candidates) when allowed by Taisha. Sonocchi is made out to be a particularly excellent human whereas Karin had to compete against groups of other candidates instead of being chosen like the others who also lost much less. When they did it to her again as Tougou she had been imbued with her resident fairies for over two years so that upped her value.

In other words, the gods thought Sonocchi was best girl and Karin was worst.
