The real answer is because Nasu deciding that Sasaki actually exists in some capacity occurred more than a decade after he wrote Stay Night.

In-universe its because the Throne seems to tend towards only allowing timelines to summon THEIR versions of a Servant, hence edge cases like Musashi and Arthur only showing up in GO because they were explicitly wandering between alternate dimensions. Sasaki never existed in the SN timeline so Fake Assassin was summoned.

Though that still leaves fun, weird exceptions like Counter Guardians who seem to show up in whatever world they please.
