There is no particular reason why a mage would be prohibited from using plate armor. The thing is, a spellcaster will die if a warrior gets close to him, regardless of whether they have armor or not, so it just makes very little sense.

Plate armor in games usually have no INT/Magic based stats, which further contribute to this.
