Who is doing the "Hero based society" theme better?

I enjoy the comedy and stylized hyper detailed acts of extreme devastation and blood shed with humorous undertones of OPM but also enjoy a good origin story based more around more realistic abilities. Half the regular baddies in OPM would wipe out entire swathes of MHA's heroes save Allmight but that doesn't automatically make it better because the power levels are higher.

Why do you guys think?

MHA what with all the rules, laws and regulations that revolve around using Quirks, and showing multiple different types of heroes who specialize in different areas based on their powers.

Honestly it would be kind of great to see a cross over as a omake thing. But MHA has different goals than OPM, so I feel like MHA is more fleshed out for that exact reason.
