It is based on Teito Monogatari, a novel series that happens in Japan's 20th century but with a bunch of shit about youkai and demons

Basically a guy wants to awaken Masakado's spirit so he can destroy Tokyo, but some people who deal with the city's prosperity try to stop him. They fight each other with some kind of occult magic, some of the magic animation looks pretty neat.
It's only four episodes long, so you're not investing much time.
