http://bac9.tumblr.com/ was a direct recreation of some areas of the manga. Guy didn't update in years.
That other thing was from a game called Naissance. It's a walking simulator/platformer without any interactivity. Most of the time you walk in grey corridors also. Entire environments are made of untextured grey boxes. Some people like it, I personally don't.
And there is one project that has some similar vibes to Blame, but it's mostly it's own thing. http://www.brokendimension.com/ And the guy updates every once in a while, even streams sometimes.

I think one of Killy's better features is that he has an unassuming appearance. He doesn't give off a badass vibe or anything Clint Eastwood-esque that would get randoms to pay attention to him. Silicon Life attack him because they attack all humans; Safeguard attack him because that's kind of their job; humans I don't think ever attack him outright until he's done something devastating that affects them.

Procedural generation. Make it an mmo due to its size, and construct the city in real time. Each server has its own procedurally generated city. The procedural generation would need to be more complex than just mixing and matching a bunch of templates. The game would need to capture the size of the city. Gameplay would be survival fps where you explore the city. Servers would all have different settings. One server might have the main quest active where everyone searches for the net terminal gene while other servers might just be a sandbox to explore.

We know the Sun is still around because a chunk of it gets teleported in as an anti-Killy weapon at one point, so in theory it's at the center of the City, merrily contained in some sort of perfectly efficient power generation system that distributes not only its energy but its gravity throughout the megastructure, and whatever more is needed from it is teleported to where it needs to be, processed, and utilized as raw materials for continued construction by the unguided Builders.

It's also presumed that level of technology isn't replicate-able by the time of Blame!, like the GBE Killy walks around with in its super-efficient design.

It's implied he reaches the edge, allows the special snowflake Sanakan-Cibo lovechild to be born, then sticks the kid into a HAZMAT suit and starts making his way back inside with the kid in tow to find a working terminal for the kid to plug into and get the Netsphere back under human control. Once that's done, Killy spends his time reducing the Silicon Life to a level where a slowly-ascendant humanity and a working Safeguard is able to combat them to the point where the Silicon Life are nearly driven to extinction; Killy allows a single one to escape the City as an exile. Then I guess he decides the Netsphere and Safeguard aren't necessary anymore and starts some kind of team of guys who go around tearing up the conversion towers and other trappings of Netsphere-dom throughout the City.

That wasn't Silicon Creature, that was a specialized Safeguard. You can see it's specific logo and '04' designation in some panels, even. May have been something released by the SG system specifically to track and kill Killy, with the way it seems to be stalking him previously.

The one guy who shows up in Net Sphere Engineer doesn't seem to be nearly as potent as Killy, even his weapon's not, but he does have anti-Safeguard tech. The fact he mentions he's come to tear down the conversion tower suggests that his entire job is to decommission the Safeguard itself, which would make sense given its primary threat (Silicon Life) is gone/destroyed and the City is firmly under human control and no one's an illegal resident anymore. If that's the case, it's very possible the Net Authority is who authorized the dismantling of the Safeguard and Killy and guys like the Dismantler are working directly for the Authority. So yeah, your theory gels with what evidence we have and can infer from the dialogue in NSE.

Not only that, it wouldn't be as bad as if it was walking in a straight line across the solar system, instead he has to wander around extremely convoluted planes layered on top of each other, beginning a new journey to the next layer each time. And sometimes it takes forever to find a way up. If it was a straight line directly to the edge of the city, it would be too simple and with far less suffering than there is.
