OK. You need mkvmerge installed. Then you need to add mkvmerge to your Windows system variables. To do this you go to Control Panel, System, Advanced System Settings, Advanced, Environment Settings. In the System variables box find "Path". Click edit and add the path to your MKVToolNix folder. Now you can type "mkvmerge" in CMD and it will work regardless of what folder you are in.
