Japan's economy is just as bad if not worse than pre-WW2 Germany right now.
People work overtime at jobs all the time JUST to make ends meet for themselves, let alone a possible family.
Cell was fine because they could afford to actually feed their animators, not give them yen coins and tell them to work for 12 hours.
The budget was much higher.
Look at most of the buu saga, especially the kid buu fight. That shit belongs in OVAs yet it was in a weekly shounen.
You'd think with digital, things would get better since stuff like Cells spots could get automated. But digital colors are awful and everything is shit.
