Neither Miki nor js06 ever said anything about it being in production. Miki only said "Please wait a bit longer for season 3" right after announcing the Virtual-On game, then on the Dengeki website report after the event it said something about "A certain series getting a third season" and js06 later confirmed that while the report didn't explicitely confirm S3 (something about them using "A certain" literally and not as in Raildex), it did tease Index 3 all over it.
