well it's weird, he can reach the same power with out it, buy once he does ssj3 still act as a powerup. Which is why SSB kioken makes no sense, because both are power ups, if Goku did the same ssj power up with blue he should go 2 and 3. Both take his stamina, but kioken does that too and is weaker. This is head canon at this point but since toriyama said the blue was like a calm form, goku can't go any further because ssj requires you to be enraged in the first place.
