It was a dull chapter where very little plot progression occurred. Most of the chapter was spent explaining Pika's new plot relevant ability and the rest was spent on meaningless exposition and it ended on the most unengaging cliffhanger of all time.

It's hard to discuss it because there's not much to discuss. Which is a shame because a series with this kind of sporadic and glacially slow release schedule really should be moving it's plot forward faster with each of the few chapters it does release every year and a half or so.

To be blunt, for people to really get into this and start really talking about it the chapter would have to be about twice as long as it was to make up for the long hiatus a little bit and significantly progress the plot.

It's hard to say, he might just be very stubborn about letting anyone else work on the series in a meaningful capacity because he actually does care about it but is too lazy now that he's rich to do it himself (Kind of a "I don't really want to do it, but if it's going to be done I won't let anyone else do it because they can't do it the way I imagine it" scenario).

It could also possibly be a contractual issue, there's a possibility that his contract with Jump requires him to be the one doing the larger amount of the work.

Maybe neither him nor Jump want to shell out the dosh to hire artists to draw the series for him.

Like I said, it could be any number of things, it's really impossible to say what specifically is going on without actually talking to Togashi himself.

The reasoning behind Kurapika's index finger makes sense though. His hatsu is strong, but isn't very adaptable considering none of his chains are suited for direct combat except chain jail, which is only usable on the spiders. It'd make sense for one of his chains to compensate for that.

Did Hanzo notice Momoze's nen beast? Also, is joint-type nen a term that was already around or is this the first time it got mentioned? It seems to belong in the same category as Tsubone's nen. There's also symbiotic nen (like Golem from Beyond's group) but that's not the same. With parasitic nen added I feel like Togashi is fleshing out the system more.
