Because a soldier shot with say, 00 buck will have 8 wounds that are as large or larger than those caused by the same period rifle (30-06, .303 British, etc) with potentially worse internal injury due to the shape of the projectile and how its energy is distributed upon penetration. What's more, because of the projectile shape (a ball) the wounds are generally not as deep as those caused by a rifle, prolonging the suffering of someone shot with it. nevermind that they still have a ball of heavy metals embedded in their meat meaning that even if the doctor manages to pull them out, your chances of lead poisoning are far higher because now there's little shards of it all up inside you. Depends on the terrain. In the city/jungle yes, FMJ works better but if you're out in the plains/desert/etc with large areas of open field then some kind of soft point would be much better.

It won't. Like I said, 8mm Mauser, 30-06, etc just leave neat holes through people unless it hits something hard like bone when it's an FMJ. That leaves very little cavitation in the body and very little surface area for blood to leave the body. Now take 8-12 9mm lead balls that flatten and expand inside soft tissue. You now have 8-12 9mm holes in your body that go to upwards of 15mm deeper inside. That's a fuckton more soft tissue damage and far more likely to cause massive blood loss. Plus it's unlikely the pellets exited if a direct torso shot so now you also have all that lead stuck in your body to cause more trauma from you moving around.

Modern military firearms and the FMJ rounds we use tend to become unstable once they hit flesh.
