I think some of you are letting the art style get in the way of seeing the actual character design. What do we actually have here? A bunch of random guys smirking, a dude with a pompadour, and a chinese guy wearing sunglasses. None of them have interesting designs. The best designs have fashion, good hair, striking eyes, and yeah maybe like a gimmick in the case of fish girl.

Look at the major here. She almost never looks at the camera giving her large perpetually wide eyes an alien appearance. Her andogynous face is accentuated by her muscular skin suit. All you need to do is look at the character to get an idea of the atmosphere of her universe, our idea of humanity and gender is broken down by the technology of the ghost in the shell world. Same thing with Spike, his comical lanky suit and toasted hair reminiscent of Lupin III without even watching the show gives you the impression of a laid back bounty hunter.
