Well, Nodoka, Yue, and Chisame are the three that actually got a lot screentime and lot of development with Negi.
The rest got at best got 1 relationship development chapter in each arc or worse got 4 girl in 1 relationship development chapter.

Not to mention Chisame is the girl that negi want to be by his side in several occasion in the later part of negima.

That being said, nothing have been stated in this chapter and it could be false lead. Tough Yue and Nodoka had confirmed to BTFO.
