SSJ was foreshadowed and built up. Fine with that. But all the later upgrades and "going beyond super Saiyan" was dumb bullshit.

Trunks getting that dumb sword powerup is also pretty high up there. But super is just shit. Power levels are a joke now. Don't take this shit seriously because no one else is (as evidence by gokus personality)

It doesn't help that the arc is overall the blandest of the series. Not the worst by a long shot, but considering it's the arc that best fits the "normie" idea of dragon ball (screaming, beam struggles, no one but Saiyans matter, everyone transforms, everything is super serious business guiiiiz) just makes the asspull stand out despite DB being a huge series of asspulls in general.

It wasn't said to be a separate form that any Saiyan could reach until the Buu Saga though. In the Cell Saga, it was just Gohan going beyond a SSJ thanks to his hidden potential. Even in the Buu Saga, it wasn't even named SSJ2 until the chapter where Goku introduces SSJ3.

Regardless of all this, yes Cell coming back at all is complete bullshit and Toriyama wrote himself into a corner. when he comes back Cell clearly states that as long as the core in his brain is intact he can regenerate, problem is some chapters before that Goku completely obliterates Cell's upper half with his Shunkan Ido Kamehameha.

The ONLY explanation (that is not hinted at at all) would be that just before the kamehameha struck Cell moved his core in his lower half, kinda like an early version of Reiner's "muh spinal cord" bullshit.
