The majority of new seasonal anime contains >720p lineart. Thus, you are losing detail by downloading 720p downscales. And yes, all 720p anime these days is downscaled, even anime with 720p lineart. Anime studios give distributors their anime in HDCAM-SR, meaning 1080p. In addition, services like Crunchyroll and especially Funimation downscale anime poorly to 720p.

The typically poor bilinear/bicubic upscales of >720p lineart you'll find in many 1080p releases can be made to look full 1080p or close to it through a combination of realtime sharpening and denoising. For anime with >720p lineart you will get better results sharpening and denoising the 1080p release than the 720p release.

Fansubbers still overwhelmingly release 720p and anime viewers still overwhelmingly download 720p because people are dumb. The 720p dogma needs to be eliminated.

What I think sub groups should actually be doing is looking at anibin and either releasing 1080 BD rips properly downscaled to anibin's estimated lineart resolution, or, downscaling 1080p BD rips to anibin's estimated lineart resolution, upscaling to 1080p with something nice like NGU AA or NNEDI3 and applying some tasteful sharpening and denoising and releasing the result. I think this would maximize the quality of releases.

I should add that almost all anime with lineart in between 720p and 1080p will contain non-scanned visual content (like CG) at full 1080p, so this is another reason to prefer the 1080p release over the 720p release. In some cases with a good upscaling algorithm like NGU AA you'll be able to get the lineart of a 720p release with >720p lineart to look as good as a sharpened and denoised 1080p release, but the non-scanned content will not look as good.

The ~955.5p thing is for the actual lineart, which is done in Retas. After that work happens in Adobe After Effects, where it's usually done at either 720p or 1080p. This means that while effects can be full 1080p, the actual lineart simply gets upscaled from 955.5p to 1080p at this point.

I originally got my info on this matter from someone who was quite familiar with Retas and related stuff.

I don't really know, to be honest. I don't really pay too much attention to it myself since the industry moves so slowly in this regard that I generally just let it filter to me through people paying more attention to inner industry working stuff in general. I wouldn't expect the situation to have changed all that much overall, though.

Somewhat related though, it'll be interesting to see how the Your Name UHD BD will turn out... pretty sure the movie was authored at 1080p so it's going to be an upscale for sure, but the real question is whether it will be a simple upscale (good) or get fucked by QTEC or similar like SD show BDs tend to (which would be awful).

It seems like, logically, the industry should just be drawing on 13 1/3" x 7.5" paper, scanning at 144 dpi and not cropping anything, with the result being 1920x1080 in RETAS, as long as RETAS doesn't actually have problems with this resolution. It seems to me like if a problem with RETAS and 1080p were known in 2015 it'd be fixed by now.

Anibin says it's 720p lineart, so there's no point in downloading the 1080p release for this particular show. Check anibin with regards to each individual anime before you decide to download 720p or 1080p. You generally do this by Googling the name of the anime, finding its Japanese name, copying the Jap name to clipboard, then Googling that and anibin together.

Obviously you would cntl-f for 進撃の巨人 on that page. It says HV1280+/857 for that show, meaning 857p lineart. This means that you will benefit from downloading the 1080p version of that show. You may wish to add a little sharpening with MadVR or mpv for maximum quality when viewing 1080p releases of shows with lineart inbetween 720p and 1080p.
