You mean better DRAWN. Modern anime with wide target audiences has a higher amount of stand-out animation; Crystal is an exception (except maybe the later seasons? I did hear it got better technically but I can't be fucked to watch) but it's a low-budget nostalgia-pandering series.

Old Sailor Moon just had more expressive art direction while the girls in the new one look like bizarre dead-eyed doll things. The staff & the delusional defeners pretend the excuse is "it looks like the manga" but the manga had proper expressions too so nah.

Waifuism was in full force in a lot of 90s anime too though. Sailor Moon may have been mainly for little girls but it had a male staff that acknowledged the male fanbase and added fanservice moments. Even obscure shit made for otaku only like Idol Project had cartoony shit.

2000s had stuff like 2x2=Shinobuden too which was full of cute girls but also very very cartoony full of funny distortions
