It's very possible. There are artists who perfect their craft at one thing but don't practice other things. Plus, Nihei himself said he wasn't good at drawing people.

As an artist myself I can see Nihei get better at faces as Blame went on, and he's drastically improved since then. Claiming he was intentionally drawing goofy faces is such a silly notion, and just feels like people don't want to admit Blame had some flaws.

I'm pretty sure the tokyopop version was scanned by case-dcp so the image processing done on it was not particularly good.

You also have to remember that things look different printed on paper than digital. The ebooks should have been from the digital version. When you compare the contrast in the digital version and the printed version of the remaster, you'll notice that the darker parts of the printed version are darker than how the appear in the digital version. The more accurate comparison for the OP post should be a scanned version of the remaster and a scanned version of the originals (Non Case-DCP version.)
