The links are probably being rotated because the site is likely constantly creating and destroying "Droplets," which much like their rival Linode are billed by the hour.
What's probably annoying FUNimation is that by the time their takedown notice gets read by DO staff the server in question may have already been destroyed and re-provisioned.
This site may be even running special software that creates and destroys the servers automatically, provisioning just enough at any given time to meet traffic requirements for the site. DigitalOcean actually provides an API to allow managing an account via a third party app.
If FUNimation is not providing an exact time stamp of the abuse, then they might as well not even bother.

And here we go again! They will eventually, after spending a fortune on lawyers, shut it down, then all the users will go the the next biggest version of that site and nothing will change.
