Is it just me or does the fact that anybody can come back to life with the dragon balls make people's deaths less impactful?

and this is why there are only 2 times in the entire series with any real tension and one of them doesn't really count because we only hear about/view it after the fact.
and that'd be when King Piccolo killed the dragon and nobody knew you could just fix it and when Trunks' timeline had everyone including Piccolo die and they were never able to find New Namek. and again, this doesn't really count because we know that timeline is fucked as soon as we hear about it and we already know Trunks will make it out alive and Gohan dies when watching history of Trunks because it ends with him going to the past as normal.
Why don't they wish for more wishes or for a shorter cooldown

That's why they're always upping the stakes. Though it's true the Dragon Balls can revive people (with their strength increasing tremendously as time goes on), it often relies on a single individual to maintain their power, an individual often not fit to fight. One can presume that the Earth is doomed should Dende die, and even if Goku could hypothetically IT to New Namek, a powerful enough being could destroy that as well, not to mention their cooldowns.
In short, death in Dragon Ball isn't bad in the short term, but awful in the long term.

technically people still can die properly(as in be completely erased), however that only applies to people who are already dead. Meaning the first death is only a "do you wish to continue?", it's the second death that counts, which is why Vegeta during the end of buu arc was actually in deep trouble when he fought against buu and got his ass kicked

It's messy.
The "general rule" is that you can only be revived once by the dragon balls, unless it's a new set, like new namek, or when they swapped the green guy.
So, it is a limited number of lives unless you literally meet a literal god willing to revive you, as happened with son on the Buu saga.
Also no green guy, no dragon, and the dragon can be killed (with ease).
If you want to fuck with em properly, first fucking thing you do is blow the lookout. Second is to remove any way of transportation to new namek, including son goku.
Or well, blowing up new namek before even arriving on earth.
But if the villains manage to destroy the earth then there would be no dragonballs
