I used to like it but now I'm not so sure. Just rewatched Gurren Laggan a week ago, I feel like Trigger shows are most high quality but they lack that certain something, can't put my finger on it. They have a certain charm but lack a certain fun.

It was fun enough but honestly I found a lot of it pretty forgettable. I can't remember much of the plot. I can't remember many of the specifics of the latter half of the show.

Trigger actually played it well. Whether it was a conscious decision or not, KLK delivers copious amounts of fan service while at the same time promoting acceptance of nudity as something natural that one shouldn't be ashamed of.

I didn't like it because despite being a series that was supposed to be fun and over the top it was really boring. The first few eps were okay and for a while I got the feeling it was going to be a bit like Blazing Transfer Student which was great, but it ended up being a chore to sit through and I gave less and less of a fuck about what was happening the show the longer it went on.

19 and 20 really look like shit and even if it somewhat recovered after those the damage was done since they were rather important to the story (timeskip/edge Ryuko).

The animation wasn't very good even a lot of times when it was supposed to be, but the show looked gorgeous and had a great aesthetic and shots. Likewise the story wasn't anything to write home about, but characterization was great. So it has big flaws but what it does well it does really well. Combined with the novelty of the concept and it is a would-be classic.

Episode 4 was intentionally crudely drawn and animated and there was no drop like you are describing, quality went up and down; episode 2 looked mediocre and the middle part (14-18) was actually the one with the most consistent animation, for example.
