I've gone back and reread the series twice over the years and he's basically done nothing at all in the course of the series.

He's always been "that guy is fucked we better stay away from him/one day we gotta beat him I guess".

Every flashback chapter with him and the dragons was them going "boy that guy sure was a dick" and you get one panel of the spooky black dragon then the rest of the chapter is dedicated to something almost unrelated like Natsu being a fag as a baby.

Every time he's shown up in person throughout the series it's been to go "FUCK YOU I'M A DRAGON" and then fly off. He doesn't destroy shit and doesn't kill or maim anyone important really. The most danger we ever got from him was the implication of him in an alternate timeline that doesn't matter because at the end of the day you can go "if left unchecked he kills everyone" which you could say for any single character or plot device or whatever.

The most intimidating he ever was was chomping dad arm. It's not like he's even flying around destroying random countries in the background and there was never a time when the main cast tried to fight him and then proceeded to lose hard. He's always just sort of around doing his own thing in the background and at no point has he ever been the main threat of an arc.

Even now when half of Zeref's army's goal was to destroy the fucker he was certainly in no way the main star. or threat it was still Zeref.

His one claim to fame is btfoing all the dragons and that's impressive I guess but A) we never truly get a scale of how bad he wrecked them and B) when all the dragons show up constantly as life coaches for the slayers the impact of "wow this guy sort of killed them all" does not matter at all.
