You'd absolutely have to restrict the potential fighting styles available to you initially, allowing for some form of development as time goes on. That being said, that's not much of a downside as it would allow those available fighting styles to be polished sufficiently enough to be enjoyable throughout the journey.

I mean, just looking at the Straw Hat crew is a good indication of some of the variety of styles you could work with. Meele combatants who specialize in different areas of the body, use of the sword or use of ranged weaponry and all the sub-powers you could attach to them. You could start off as a swordman and branch out from there, perhaps learning some elemental attacks like Brook, or gaining access to ranged sword attacks like Zoro has. There's endless possibilities and many of them could be taken directly from the manga.

You couldn't have a decent online experience since people can't have the same 2 devil fruits. Even if they got around that, Most of OP's battles are story driven instead of power level driven - that is, to win a DF fight you have to be absolutely inventive with your own DF, and you need to exploit the enemy's weakness. No game could have infinite control mechanics so you could use your abilities in the most creative ways possible, and having an RPG where you choose your own fighting style/DF means that it isn't your power that exploits the enemies weakness, it's just attributed to some environmental or time factor.

Next to the overseas popularity of series like Dragonball and Naruto over One Piece and Jojo, it's reasons like this that One Piece and Jojo type of games aren't that good. DB and Naruto are power level type of fights, One Piece is about clever use of ability - and only one translates well to a fighting game.
