Moe is a Japanese slang loanword that refers to feelings of strong affection mainly towards characters in anime, manga, and video games. Moe, however, has also gained usage to refer to feelings of affection towards any subject.

Originally stood for a character who's in the stage of "budding" (i.e. early puberty) and makes you want to protect them until they've fully blossomed. Hotaru ToMOE in Sailor Moon and Rei in Evangelion were early examples of moe.
In the early 00s, though, the otaku slang got more and more misused to refer to any character who was cute or hot, and by the time KyoAni picked it up and used it as a buzzword to market their substance-less shows, it changed from a cute little fan term for ideal yet tragic girls to a cancerous genre that's killing anime.

There was a pretty clear connotation of "fragile waifubait character" to the term originally, with the "anything you fetishize can be called moe" being a misunderstanding that arose later and got exploited by companies like KyoAni.
Basically, back in the day, a character within a show would be designated as "moe" by the fans because she was adorable and resonated with them. After 2006 or so, entire casts of series started getting intentionally designed to be "moe" (in the most shallow sense).

Character interaction and gradual progression are great, if they're in a show that actually has some semblance of substance, which moeshit doesn't. KyoAni tries to hide that with forced animation and aggressive marketing, but if a show isn't good, it simply isn't good.
Anything that produces a strong positive emotional response in the viewer/reader is "moe." What is and is not moe is unique to each individual. "Moe" is NOT a genre. "Moe" does NOT mean cute.

A while ago I gave this some long thought and determined that moe in its purest form it is, solely by itself, the feeling of accepting someone into your heart.
I could expand on that for paragraphs and paragraphs (for example accepting a character as you would a friend, or lover, or daughter surrogate, which is why people branch out into so many interpretations) but that is the most-exact way of quantifying what it is. It makes you feel good, feel happy or horny or doting etc in a way media outside of anime usually does not even approach and is by far and large one of the most unique hence valuable things about animu.
