In part, yes, but the entire point of his conversation with Eto was that they had the throne prepped and waiting for him to sit in it. But that he needed to have a reason to want to do so, and the reason she alluded to was his friends as Kaneki himself would have no desire for the role.

How could we get more Kaneki development?

I was thinking of the fact that he never killed a single human being throughout the series but mercilessly slaughtered dozens of ghouls.

Now that he's taken the role of the OEK and basically represents the peak of the ghoul resistance he'll have to prove that he's willing to kill humans in order to give ghouls freedom.
