Even though many other characters should be long decomposed, and others couldn't possibly have a retrievable body, like Kakuzu who was destroyed on a cellular level by the Rasenshuriken.
So it's inconsistent, and by any logic Jaraiya should have also been able to be revived, but Kishimoto arbitrarily decided that Jairaya was the one person in the ENTIRE SERIES he actually wanted to stay dead and let their death be meaningful and permanent.

That's purely conjecture. At that point you can also say Jiraiya would anticipate Itachi's anticipating of such a technique.

Jiraiya also has far more stamina and chakra reserves than Itachi and a seemingly infinite amount if he goes Sage Mode. Even if Jiraiya can't handle him all he has to do is bait and bide his time for Itachi to dwindle away.

In upfront abilities? Yeah. Naruto is basically a gigantic rechargeable chakra battery and wins battles of attrition. The whole Nine Tailed Sage mode was horseshit because it basically implied he had nigh infinite chakra. Sasuke wins against anyone who can't deal with his upfront fatal abilities, he loses to Naruto because no one can beat him in an endurance battle.

He can only steal chakra when Naruto isn't in Sage mode otherwise he'll turn to stone. And Naruto can basically maintain constant sage mode until such a point where he's exhausted his absurd pool of chakra and Kyuubi chakra. And at that point Sasuke wont have the chakra necessary to move himself nevermind use the Rinnegan.
