I don't really see how it implies either way. Meteora is from a game, and so far everyone else has been from anime/manga, it wouldn't be that weird to have another game character.
It's clearly a detective LN, which makes me think magic is somewhat widespread, but isolated. A Bungou Stray Dogs kind of deal, for a relatively recent example.
I got more of a she's a final boss character because you can't really pin magic on someone and noone really knows how to deal with her. So she goes around taunting the MC with her bullshit while he tries to make sense of it all.

Phantom of the Opera there is the main villain, the corrupt police chief in the back is his underling and the woman works together with the two, just fucking around, helping the general effort for her amusement and in general being a nuisance to the good guys. Instead of two-dimensional forms, polygons, or pixels, we appear just like Sota. This is due to the ability to make things make sense or in order words, due to restoration power. However, I do not think that this world is elastic enough that hundreds of "story worlds" filled with contradictions to this world can be merged with this world without negative effects. Just the fact that we are interacting like this right now already has the possiblity of producing negative effects. Furthermore, just as you have seen, we have kept abilities that interfere with the laws of physics and that dont' exist in this world. The world couldn't make things make sense fast enough. Or the collision of the worlds affected the world in a way we can't imagine. In any case, if we continue to meet and the collision of the worlds continues... The coefficient of elasticity will eventually reach its limit and the equilibrium mechanisms governing the laws of this world will be damaged. If that happens I think that eventually, everything will be "reset" someday, including this world, the foundation for creating over worlds. That is what I think. I refer to it as the "Great Destruction".

The writers are really lucky that they didn't let out someone like, say, Kotomine Kirei or so on. Military Uniform Princess isn't omnicidal, but I can think of plenty of villains who are the 'kill everyone in the entire world, shit on the ashes' archetype.

Meanwhile mamika gets to be an idol basically, everyone loves her and as far as all things goes her universe is pretty happy and peaceful. You have giant monsters but they're basically harmless and everything ends on a far better note than it started.
It goes further to imply the creators and the creations are completely seperate. The series go to a length to show powerups don't work without actually saying it. Selesia's robot or ongoing anime won't have an effect.

Unless Hime's presented theory is correct. A world is created within the imagination of the creator and it splits from the real world forever and becomes independent. By forcing a collision between worlds, she can recover the link and the original creator gets the power to change anything again.
Though this theory has some timing issues, if they only split after the last chapter then some creators should still have power to change stuff. Though Hime might be lying and the retcons from the authors are changing their worlds (as long as he believes in that changes as canon) but not themselves that already split from their own worlds (and therefore would need the collision to reattach themselves). And possibly if the great d happens Magane disappears as she would be attached to a world that would immediately cease to exist when it tries to sync with the creator again.
I was under the impression that Meteora's game was relatively older (hence why her creator is now dead). It's not implausible for a video game character from like the PS1 era or earlier to not have a VA.
