Awakening likely works different for fruits.

Doflamingo is a Paramecia that "creates" thus he can turn other objects into strings for him to manipulate.

Zoan's likely have something else entirely, I can't really explain what happened to those impel down guards, but I guess it's a complete fusion of man and beast.

Luffy is more of a tangible or corporeal paramecia, that's kinda like a logia. He becomes the material, though he can't make it.

The whole idea behind it is "vulcanization". It's a solid way to adapt his rubber powers. Rubber was less useful in the real world until someone figured out how to vulcanize it, and it went from "soft and stretchy" like Luffy's base to more springy. He even uses some techniques really similar to Bellamy's.

Luffy basically became a hyper inflated tire. He isn't really any stronger naturally, he just has higher high surface tension. It's a really clever way to use his rubber power as a variant, just like how some other characters shift between different forms or applications of their element.

You know the best part about this? It was literally the same chapter as THE HEART. Kubo is a fucking legend in the worst of ways. Only things that came remotely close to that shit was the Momo stabbing, Yhwach is Zangetsu shenanigans, or Ichigo's nuBankai breaking. So the first major surgery breakthrough was the BUGS surgery which coincided with the first arc. After that mission goes tits up humanity regroups and in the intervening time they both increase the amount of people they will send to Mars, but they also improve the surgery so that it isn't restricted to just arthropods.

Thus we get the M.O Operation which gives us Mammal, fish, cephalopod, crustacean, hell even bacteria bases for the surgery. But during this one of the encounters after Komachi (Character from the first arc with a hornet base) defeats a Terraformar, he's asked by Keiji how many surgeries he's gone through in the 20 years between the previous, and current mission. Pic related is Komatsu's response but it hints to the idea that people can have multiple bases.

Later in this arc we see what will become the staple of the third arc when they return to earth, hybridization. Between the electric chick, and Komatsu using Isaac's crustacean booster shot to become a crab/hornet hybrid it's shown that a person can have more than one active base.

Finally we get to part three and after further advancements in technology they are capable of "transformation transfer" so people can willingly share bases with others (on a temporary basis). This shifts the focus of part 3 to hybridization. Everyone is starting to use multiple bases for combat and it also means that we finally see a guy like this who has undergone multiple surgeries as opposed to just hinting at it.

So no, a guy with 10 bases is substantiated by the narrative even volumes before this part. Is it still dumb? Completely, but nowhere near as bad as 'O, MY RUBBER NEN' bad.
