Anyway, the point is that Angels as a group can never organize or plan things, and even Kaworu does all his angel shit not because he decided so, but because it is his natural instinct. In terms of intelligence, he is alone.
Not to mention that humanity is a single Angel as well, which could mean that we couldn't communicate otherwise; Angels are truly united beings. Add to this the idea of AT Field being a shield for the soul and the strength of the Angels' AT Fields, and it becomes very likely that they can't speak to others.
