The unsettling fact is, Akio is a playboy, and as such it's given he has the dominant hand in any given relationship; this is especially true when someone as naive as Utena is involved. More proof of coercion on Akio's part is given in the final duel, where Akio chastises Utena for losing her nobility, and for becoming a "woman". This is directly referencing to her first encounter with Akio, where Akio doubts her being able to become a prince, because "you'll become a woman". Everything points to the fact that Akio, as part of his plan, sabotages Utena's nobility and thus role of Prince. Utena never stood a chance - Akio was going to make her "girlish", a princess, whether she liked it or not.
