Nakai couldn't do anything because they they had some sort of barrier up that meant she'd need to touch them directly. Matora here appears to be saying that either those techniques and barriers they were using have worn off, or she's out of them. Then on the left of the panel she appears to be noting that those things wouldn't protect against direct application anyways.

On different note, after actually looking at it, I'm pretty sure it's supposed to be transfer technique, or transmission technique, not redirection.
