The capital forces were in a partnership with them. But that doesn't mean the angels ruled over the humans.
It was even implied that they barely ever meddled in human affairs whatsoever, even post-Jeanne.
We just saw them as often as we did in S1 due to how close Bahamut was to awakening and due to Amira running around as a ploy of Gilles.

That's part of why the human king was so jealous of Jeanne. Since in one of their supposedly incredibly rare appearances, they didn't much care for him.

And while the protection of the god key might have been an exceptional case, that might have motivated them to act differently somehow in some way. Under normal circumstances, I am almost willing to bet that the most of the repercussions that would befall the capital/mankind if they all of a sudden stopped following them, is most likely just that they would be stripped of the blessings benevolently granted to them by the angels to begin with.

He could have demonstrated a show of force to the demons, and yes, even attacked them in some limited capacity, to basically convey the message to fuck off and don't mess with humanity. Done right, this could have brokered some form of peace between the two races, demons stay in their own place, humans stay in ours, but Charioce has crossed the line by sacking demon cities and enslaving their people to work to death as laborers or be sold to pedo's who just want to rape kids without being in trouble. He's definitely pushed it too far.

At this point, as we can clearly see, these actions have pushed demons to their limits, even under the threat of death they'll attack because the situation for them is so bad, even if Azazels plan fails to kill Charioce ((which, yeah, of course it will)) the demons will still likely kill a lot of innocent people that Charioce is meant to be protecting, and the demons themselves could go and delve into darker magics for all we know, set off large scale terrorist attacks, summon some crazy shit, who knows. Holy shit this character is insufferable. Her character consists of one (1) gag that isn't the least bit entertaining and was already beaten to death by the end of the first episode. And it just keeps getting worse and worse with every episode. yet he is not gaining any additional resources that they didn't already have, and all of his magic is completely worthless against child Michael. That's *one guy*, and not even a grown, fully powered magical person but a child. Since Michael didn't do shit against Bahamut, it's only logical to assume that magic Cheerios possesses won't do shit to Bahamut by extension. It's completely unreasonable.

The combined, fully armed and prepared forces of the angels and demons in genesis were able to hold Bahamut for maybe a few hot minutes, and only for enough time that Favaro and his magical girlfriend could use both of their magic bullshits together (that Cheerios clearly is not in possession of) to temporarily halt armageddon. In-universe, it was an extremely unlikely event that Chariose has done nothing to make happen again, and Favaro didn't even make the thorn, he just found it from an ancient magical being that Chariose would probably have just murdered.
