Is Ymir the only shifter who was able to "form" herself outside of her titan while in titan form? If she was, was there any explanation for it? I honestly can't remember.

I started rereading the manga and I'd forgotten than in addition to the short haired thing with Mikasa that Eren mentions at the starts there's also a panel of short haired Mikasa telling Eren she'll "see you soon" which is shown before he wakes up properly.
So it's pretty much confirmed at this point there's going to be some sort of memory time travel thing, right?
The manga will end with Eren sending his memories back in time in hopes that it will change things, but like always child Eren will forget what he dreamed and be stuck in a time loop forever.

BRM needed to reach the wall, but BR couldn't just steamroll their way to it in titan form because they'd risk tiring themselves out before they can break in.
