I think the standard for a 2hu anime isn't even that high. Doujin anime series have been very enjoyable, even though each is very different. Really all you have to do is not ruin it, unlike the Kancolle anime.

Touhou is such a weird franchise. Characters randomly shit talk about butchering each other, they backstab, scheme, and then they have dumb gag adventures and have inane conversations.

It's kind of hard to stick it in any storytelling genre.

Also, if we go with canon, i.e. official manga and materials, there's some level of consistency though. Most of the dumb gag adventures are either fairies (aka not human eating youkai thus fine for comedy stuff) or involves people like Reimu, who is powerful enough to not give a shit. It's basically like international diplomacy, really. The random non-powered humans/villagers are still fucked while the people at the top do try to at least maintain a facade of politeness etc.
