Every year a new "irregular" is introduced. It's a running theme. Tatsuya was only the titular character in the first arc. Easiest way to keep introducing "irregulars" is by adding new characters.

Also, compared to Shizuku and Honoka who can barely be called Miyuki's friends since they are always working against Miyuki, Lina bonded much better with Miyuki than her so called friends in highschool.

If anything, I have a hard time calling the girls in Mahouka, Miyuki's friends.

Same goes for Tatsuya. He doesn't really hang out with Leo or Miki at all. No one ever visits each other houses even on the weekend.

This isn't really how highschool friendships should be like. It seems people only rarely gather around on holidays but never on ordinary weeks.
