I haven't read the Mob 100 manga but from what I've seen so far in the anime and in this thread, tatsumaki would win.

Don't forget that in the webcomic she lifted the entirety of a huge underground complex above ground and also stopped a city busting bombardment in the anime.

Unlike Mob who just brute forces his way through a fight she also has alot of techniques at her dispoal, like the one Fubuki used against
Psykos.

She also has more experience in fighting than him and is level headed when she goes all out

It's not even the same universe and espers aren't the same either. Why do you think MP have undred of espers while there are only 4 in OPM? Ghosts also doesn't exists in OPM.
