I've never liked the anime much, but the manga is still excellent.

I think so, but it's very "of its time". Ebaumsworld, YTMND, SA, Newgrounds. That's what comes to mind mostly.

yeah. I watched it for the first time maybe a year or two ago and it's better than most CGDCT I've seen.
honestly 97-07 is the golden decade of anime and pretty much everything within that decade is still perfectly watchable. it's not even until you start dipping into the early 80s when stuff gets iffy.

I think it's only dated in that it has early digital animation. But even then, I consider it to be just fine.
Although it may depend on how many modern anime traits you feel are needed.
