In Japan, making anime pays hourly. The longer it takes to make an episode, the more it will cost. CGI is faster because they don't have to draw each individual frame.

Those anime are shonenshit, budgeted by Bandai, Fuji TV, and Shueisha, meaning limited budget for 1000+ episodes Toei can't go all out. All of those bad scenes were outsourced, made by flips at Toei Philippines.

Compared to Precure, always sponsored by Mcdonalds annually, and their anime originals that always have above average budget, and well-directed compare to your average seasonal animu.
