Depends how it was produced and how much effort they're putting in. If it was produced at 1080p they can't do anything but upscale unless they remake the whole thing. If it was produced in a scaleable fashion then you could quite easily get more detail. Like 1080p versions of old shows where they've reimaged the cels at higher resolution.

How would you even watch it?
As far as I know there aren't any bluray drives that play 4k BDs.
I'm not going to waste money on a bluray player and a 4k TV. They're entirely worthless to own.

Is this bait? The BD is clearly remastered for home video release like so many BDs are these days. 720p doesn't remove shading and completely change the dynamic of someone's eyebrows and eyes.

4K would make sense for highly detailed pre-digital movies. Lower quality pre-digital stuff wouldn't be worth it and anything post digital would have to at least be mastered in 4K or higher to even be a contender.

In a decade, when automated software can reliably do the work of 100 nip inbetweeners and 250 other SEA-inbetweeners so that a crew of 5 key animators can churn out one episode for 20 different anime shows every week, perhaps then 4k (or whatever the next useless super-resolution will be sold) will become mainstream.

Most studios still can't even into 1080p.

Also think of how much trippier colors can get with the wider color gamut of HDR.
The most difficult part is drawing character art or anything that moves in higher detail.
