It's a mix of horror and absurdity desu.
While the intention is to scare, the sheer off-the-wall premieses negate a lot of the shock factor. There also isn't much actual mystery. Even if background isn't explained, the stories are internally consistent in a way that leads to thinking "It's just this way, I guess." Also, they have entertainment value beside the horror style. The one with his cats demonstrates this tendency, even if this isn't horror per se.
The only one that I found actually horrifying was "The Town Without Streets". He takes a more subtle aproach here.
