Your monitor is set to sRGB mode. MadVR looks better than VLC but the difference isn't /that/ striking. Switch your (probably Nvidia) settings to use the full colorspace and VLC will look right.

I don't think that's the issue, as practically anything digital is built around sRGB. Anything beyond is that is typically reserved for print (Adobe RGB)

I've seen multiple occasions where Nvidia put the default to sRGB, which caused colors in VLC to be washed out like in OP's screenshot. MadVR will improve scaling (resolution and chroma), but it's mostly going to result in less artifacting, not more vibrant colors.
