For general enjoyment, the song. For actual rating, kind of a mix. You could say something like, "A good song can save a boring animation, but good animation can't save a bad song." I'd say what really matters is how well the song matches to what is going on in the OP/ED, and how the imagery in the OP/ED ties in with the show.

It's so fucking unsettling but after listening to it over and over again the song's got a really powerful reminiscent sadness to it, that and the visuals are also terrifying with the clash of them against the song itself making one of the most memorable EDs I've ever heard.
