He's simply applying some of the techniques he used for PSG in more typically anime-styled works.
And that includes tweening as well as more ductile designs, different kinds of layouts mutuated from western animation, etc.

There's nothing refreshing about using a technique reminiscent of the worst in western animation. You'd think a skilled animator like Imaishi would pick better inspirations from the west instead of the lowest common denominator. It doesn't help that the motion tweening style doesn't work well with more typical anime designs and comes across as being jarring and unappealing to look at. The same goes for the ironic flat layouts from shitty Flash cartoons. It's bad and Imaishi should feel bad for embracing something so creatively bankrupt.

Most of the times they're used for comedic purposes, but "one off gag" is limitating.
And what I think Imaishi finds most interesting about both tweening and simplified layouts is how they can speed up the pacing and reduce downtime to close to zero without making the storyboards too busy and nausea inducing, which has pretty much always been his objective. His LWA episode is probably his better result in that regard.
